[aur-general] python-hcs_utils

I renamed the python-hcs_utils package to python2-hcs_utils and updated the dependency in goobook-git (which I believe is the only package that depends on hcs_utils). Can you please move the old votes, etc to the new package and then delete the old python-hcs_utils? Thanks! Scott
