I respectfully disagree. The upstream activity does not determine downstream use. Even if a project is dead it can still be used by many users. This is especially true for small programs and scripts where development stops simply because there's nothing left to develop.

I think there may be some confusion here. If upstream is present but inactive then the project should remain. If upstream no longer exists then there are no more sources. Of course, someone could upload those sources elsewhere for distribution (provided the license allows it). inactive != dead
