How to create it? cvs? It is mandatory? It's a cvs tag. You don't need to use that in AUR pkgbuild, when you find it simply remove it.
To adopt an orphaned package, just download it to correct and re-send? ...after you adopted it on AUR, yes.
I read various forums and wikis on the AUR, you have some additional tips for me? If you read these[1][2][3][4][5] you know all that you should know.

This line is only present in PKGBUILDs which are in the repositories, tracked by some versioning system. Not needed for AUR at all.
