In my email, I offered him to adopt his package if he did not have the time to maintain it.

What can we do if he did not response? Could I adopt his package or should I simply post my new pkgbuild as a comment?

You did what you had to do,contact him,if no response contact this mailing list ;) I've orphaned it, so you can adopt it now.
