They are the same. The better PKGBUILD is at xcursor-oxy-neon, however the better name is xcursor-oxygen-neon. Dunno what to do about these.

For xcursor-oxygen-neon package: 1. It has an incorrect PKGBUILD. 2. It has link to dead upstream. 3. Its source tarball locates at dropbox. 4. It has incorrect version. So, I highly recommend Dynamo to update the package (see PKBUILD for cursor- oxy-neon [1]).
