I wish to use testing to try out KDE 4, however if I do that then the packages I'll be building for [community] will be compiled against [testing] libs, which will cause a problem.
Is there a way in which I can safely try out testing, while also making sure that the packages I compile are built against libs in [extra]?

I have a build environment in a virtual machine. A chroot would do as well.
Won't a chrooted environment require one to install the entire arch system in the chroot?

Yes. You can make your life easier with mkarchroot and makechrootpkg scripts from devtools. Use git version from here http://projects.archlinux.org/git/?p=devtools.git;a=tree because the latest released version doesn't work.
