As long as the package name is the same it should just override the old. If you changed name you send an email to the list to remove the old one. --

No, do not send an email to the list, but click on the 'File Request' link of the obsolete package and ask there for deletion. Regards, Marcel

I'd say even more precise: if you want to change a package's name (say, from 'foo' to 'bar'), then you need to upload the new package ('bar') and then request 'foo' package to be merged into 'bar'.
