[PRQ#44615] Orphan Request for python-skymapper-git

MarsSeed [1] filed an orphan request for python-skymapper-git [2]: Owner has neglected to attend to their packages since 2019. On 2022-01-09, there was an error reported, arising from a simple packaging mistake, but owner didn't address it since.
