[PRQ#43138] Deletion Request for pcsclite-nopy

MarsSeed [1] filed a deletion request for pcsclite-nopy [2]: 16-months outdated duplicate of repo package: https://archlinux.org/packages/extra/x86_64/pcsclite/ Makes the build with Python, just then declares python runtime dependency as optional.
