The binary file linked to by the source URL is again available. But it's still recommended to delete this abandoned package from 2019, as it seems no one is interested in maintaining or using it. AUR/bluespec-git provides the open-sourced newer version of the Bluespec Compiler, though the package name is not correct, it should have been bsc-git.
