[PRQ#50077] Deletion Request for upyloader-git

MarsSeed [1] filed a deletion request for upyloader-git [2]: Unused Python VCS package from 2019, with non-monotonic pkgver(). Also PKGBUILD executes mkdir and cp inside package(), and does not set the correct ownership and permission attributes.
