It is blacklisted because that package is in the official repos.
That's odd, it supports both python 2 and 3. I didn't even think to look at the official repos, since I just figured it was blacklisted because it had been reserved due to it being in the AUR previously. Also, I kinda expected python2-hglib to have been removed from the AUR once it was added to community.
