[PRQ#49923] Deletion Request for mbelib-git

MarsSeed [1] filed a deletion request for mbelib-git [2]: Upstream is essentially unmaintained since the last release in 2016. Only a few Debian packaging and cmake/ctest tinkering commits were added between 2017 and 2019. [a] So I propose to delete this VCS package, because it is practically the same as extra repo's mbelib.
