[PRQ#76127] Orphan Request for php-phalcon

jturbide [1] filed an orphan request for php-phalcon [2]: Package flagged out-of-date for over a year with no maintainer response. I’d like to adopt it and update the PKGBUILD (including a prepare() step to adjust the Makefile for incompatible-pointer-types build errors).
