[PRQ#49566] Deletion Request for i4tools-bin

MarsSeed [1] filed a deletion request for i4tools-bin [2]: Broken proprietary foreign binary application, last released for Linux in 2021. Doesn't work with current libraries: it would need 25+ legacy SO files not currently available. Upstream stopped supporting Linux. The latest Windows version, however, is from Oct 20, 2023 as of now.
