[PRQ#69734] Deletion Request for mpg321-bin

MarsSeed [1] filed a deletion request for mpg321-bin [2]: EOL since 2012. Unused. Not a drop-in replacement for repo's mpg123, because it lacks libmpg123.so needed by gstreamer's gst-plugins-good, as well as by ffmpeg.
