[PRQ#46887] Deletion Request for python-numpy1.22

MarsSeed [1] filed a deletion request for python-numpy1.22 [2]: Unmaintained legacy package, uploaded on 2022-07-23 and never changed. It is broken since Python 3.11, because it hardcodes Python 3.10 during testing. The build warns that Python 3.11 is not supported. Then, it fails, because the current Cython version is also unsupported. Nothing on AUR depends on this package. And it is not useful to keep, as it conflicts with the current python- numpy.
