[PRQ#57922] Deletion Request for libisl25-static

MarsSeed [1] filed a deletion request for libisl25-static [2]: Unneeded legacy version of libisl. Incorrectly states that it provides isl: it does not, because it is a static-only build with disabled shared library compilation. It also incorrectly states that it replaces isl. Safe to delete.
