[PRQ#55068] Merge Request for panda3d-runtime-git

MarsSeed [1] filed a request to merge panda3d-runtime-git [2] into panda3d-git [3]: panda3d-runtime is a broken, abandoned pkg from 2015, and upstream has removed the 'runtime' build option in 2019 (along with the former modular plugin system) in favor a unified build.
