[PRQ#39236] Deletion Request for python-openbrokerapi

mickybart [1] filed a deletion request for python-openbrokerapi [2]: This package seems not used anymore by anybody. No out of date request despite upstream version is 4.4.1 and this package refer to 2.0.0. I propose it for deletion but if you prefer I can orphan it.
