The latter has been failing to build since 2021.
This package was only for adding a customization feature, to allow showing application menu bars outside of the application's own window and e.g. on a global desktop top bar.
But all applications can work just fine without this customization (they can show their menus inside the app window). So there is no loss in functionality for anyone if this dead package is dropped from AUR.
