[PRQ#47140] Deletion Request for libvlc

MarsSeed [1] filed a deletion request for libvlc [2]: Abandoned PKGBUILD from 2019, which claims but does not provide 'vlc'. Not useful to keep. Extra repo carries the latest VLC, and that package doesn't really need much more dependencies or disk space than this would at the same version.
