[PRQ#45080] Deletion Request for powerpc-wrs-vxworks-gdb

MarsSeed [1] filed a deletion request for powerpc-wrs-vxworks-gdb [2]: Orphan debugger package from 2017 for something related to the vxworks embedded operating system. But the upstream URL of the related packages is gone. Better to delete this leftover as well.
