[PRQ#50027] Deletion Request for python-oslosphinx

      MarsSeed [1] filed a deletion request for python-oslosphinx [2]:

Cleanup of unneeded package that is only used transitively by
openstack-nova, abandoned on AUR, broken since 2021-09 (PRQ#50005).

(Seems no one wants to maintain 100+ Openstack server related Python
builds on AUR since 1.5-2 years ago. PyPI is the best source for these
frequently updated modules.)
