[PRQ#57184] Deletion Request for libkipi

MarsSeed [1] filed a deletion request for libkipi [2]: Dead, broken KDE5 package. All KDE Gear applications have discontinued the usage of the kipi library and its 'share to {target}' plugins since 2022-04 due to obsolescence. (No maintenance took place for 5+ years, so those have become functionally broken. Also kipi got superseded by KDE's purpose library). It's misleading that the automated KDE CI systems continue to create quarterly release tags. But no KDE application supports this lib anymore.
