[PRQ#45886] Deletion Request for ros2-galactic-xacro

MarsSeed [1] filed a deletion request for ros2-galactic-xacro [2]: VCS package in disguise from 2021, but not needed: The ROS 2 Galactic distribution is EOL since 2022-12-09. [a] Their CI system won't ever build new releases of any applications like this, and the last (frozen) version is available from their binary repo. Users are encouraged to migrate to a newer distribution.
