MarsSeed [1] filed a deletion request for ros2-foxy-xacro [2]: Unneeded VCS package in disguise from 2021. Not needed anymore: the ROS 2 Foxy distribution is EOL since 2023-06-20; their CI system won't ever build new releases of any applications like this, and the last (frozen) version is available from their binary repo.
