[PRQ#46488] Deletion Request for python-nipype

MarsSeed [1] filed a deletion request for python-nipype [2]: This package has been broken for 2+ years, and maintainer does not seem able and willing enough to work on the issues pertaining to this build and many of its dependencies. Better to delete this, otherwise quite complicated package, and let users install it from PyPI with pip.
