[PRQ#44378] Deletion Request for ros-arch-deps

MarsSeed [1] filed a deletion request for ros-arch-deps [2]: Unmaintained meatpackage from 2021 "for building ROS" (Robot Operating System). Not useful to keep: pulls in several deprecated, discontinued tools that are no longer used in the ROS toolchain and might even be broken.
