[PRQ#46620] Deletion Request for libquotient-encryption

neoninteger [1] filed a deletion request for libquotient-encryption [2]: Encryption support was recently enabled in `extra/libquotient`. Thus, this package is now essentially a namespaced duplicate of `extra/libquotient` and is unnecessary. https://gitlab.archlinux.org/archlinux/packaging/packages/libquotient/-/comm... Note that a previous maintainer of this package requested deletion for the same reason. I believe that previous case was erroneous. This time, deletion may actually be warranted.
