[PRQ#63904] Merge Request for plastimatch-static

p.zaffino [1] filed a request to merge plastimatch-static [2] into plastimatch [3]: "plastimatch-static" is the old package, I want to keep just "plastimatch". So the "plastimatch-static" stuff should go in the "plastimatch" repo.
