[PRQ#53103] Deletion Request for onnxruntime-cuda-bin

MarsSeed [1] filed a deletion request for onnxruntime-cuda-bin [2]: Not actively maintained on AUR; currently several point releases behind the newest release. Also, upstream's build is insecure, with executables having RPATH entries for dirs in /usr/local, and lacking RELRO. But this package is no longer needed now that Arch extra repo carries the latest version of onnxruntime-cuda.
