[PRQ#52290] Deletion Request for postgresql-12

MarsSeed [1] filed a deletion request for postgresql-12 [2]: This legacy PostgreSQL v12 (first released in 2019) fails to build on current Arch Linux. It is also not a drop-in replacement for [extra] repo's postgresql 16. I don't think this is useful to keep. Users should upgrade their databases for a newer PostgreSQL major version.
