[PRQ#44651] Deletion Request for soil-git

MarsSeed [1] filed a deletion request for soil-git [2]: Unneeded package. SOIL development stopped after 2008. Someone uploaded some source code to GitHub in 2014. But Arch repo already has the latest available version of this: https://archlinux.org/packages/extra/x86_64/soil/ Therefore this git package is either the same, or older, than the one in repo.
