[PRQ#43570] Deletion Request for cachedir

MarsSeed [1] filed a deletion request for cachedir [2]: I recommend deleting this broken, discontinued Python2-based utility. Its upstream URL is gone. But this is not needed anymore: a new, maintained pypi/cachedir-tag is available for the same functionality, and that one supports Python3.
