[PRQ#58556] Deletion Request for gitlab-cli

rafaelff [1] filed a deletion request for gitlab-cli [2]: This package is basically the 'glab' package from repository, but based on a binary tarball. It's name would be better of glab-bin, I think. But it's maintainer disowned 3 months ago, and glab looks good in the official repos. Therefore, I suggest removing gitlab-cli.
