[PRQ#62939] Deletion Request for nctelegram-git

MarsSeed [1] filed a deletion request for nctelegram-git [2]: Dead. Upstream code not maintained for 4 years [a], and the application no longer works with the current Telegram API's (cannot log in to Telegram network).
