The patch in question addresses an issue specific to Arch Linux:

So packages for Arch would be expected to apply it. Upstream would
also not be expected to be in a rush to deploy a new release to cater
to a single distro.
Patching packages is a standard maintenance activity. When
maintainers refuse to keep packages functional, those packages should
be considered unmaintained.
