[PRQ#46686] Deletion Request for python-bibtex

MarsSeed [1] filed a deletion request for python-bibtex [2]: Wrongly named Python2 package from 2016. But not needed: only the broken, unbuildable pybliographer from 2016 depends on it, which I also submitted for deletion (PRQ#46685).
