[PRQ#42161] Deletion Request for openblas-lapack-static

MarsSeed [1] filed a deletion request for openblas-lapack-static [2]: Orphaned package. Also outdated. And now it has a wrong name as well. As repo has introduced the same package under the 'blas-openblas' name, providing all the interfaces as this package.
