[PRQ#51506] Deletion Request for jdk10-openj9-bin

MarsSeed [1] filed a deletion request for jdk10-openj9-bin [2]: Cleanup of deprecated JDK 10 short-term support packages. JDK 10 and its Eclipse OpenJ9 (formerly IBM Semeru) builds are EOL since October 2018. No support or updates / security fixes available. Users should migrate to a newer JDK/JRE.
