1. Package mariadb-mainline-noconflict have some symlinks(libmysqlclient.so.18libmariadb.solibmariadbd.so)
which makes it usable with main arch repository's packages. This is reason why mariadb in main repo still 10.1!
2. This package is not 10.3 release, it's mainline. It'll upgrade to 10.4, etc. And for sure, when main repo package will solve problem and update to last version, my package will no more needed.

nothing special done in regards to the noconflict part of the name, it
