[PRQ#65618] Orphan Request for python-dlib

envolution [1] filed an orphan request for python-dlib [2]: package naming inconsistencies with compilation options, and marked out of date since september. the current $pkgversion also has issues with aur/howdy preventing it from working which has been fixed for months in a new upstream release.
