[PRQ#74783] Deletion Request for powertop-auto-tune

oech3 [1] filed a deletion request for powertop-auto-tune [2]: This should be part of Arch wiki instead of AUR package. But udev rule (https://wiki.archlinux.org/title/Power_management) is more flexible to save power and faster than powertop.
