[PRQ#43475] Deletion Request for cudnn7-cuda10.2

MarsSeed [1] filed a deletion request for cudnn7-cuda10.2 [2]: This abandoned legacy cuda7-to-cuda10 binary compat package is not needed anymore. Its only consumer was 'waifu2x-caffe-cudnn7-cuda10', whose GitHub source has been deleted (404), and its former owner/developer wrote that they don't have the energy to continue maintaining it.
