[PRQ#72404] Deletion Request for ros-noetic-libuvc-ros

      MarsSeed [1] filed a deletion request for ros-noetic-libuvc-ros [2]:

Unused package from 2020. Also upstream is unmaintained for ROS1 since
2022.

Also the ROS1 (Noetic) distribution is now EOL, and many of its
packages are broken on and not compatible with Arch Linux, only with
Python 3.9 and the EOL Ubuntu 20.04 and Qt 5.12.
