[PRQ#43558] Deletion Request for python2-telegrambot-api

MarsSeed [1] filed a deletion request for python2-telegrambot-api [2]: I propose to delete this legacy Python2 interface package. Build is broken due to missing setuptools. But nothing depends on it, and there are no votes or comments. Latest code version supports Python3.
