[PRQ#45112] Deletion Request for ruby-tzinfo-1.1

MarsSeed [1] filed a deletion request for ruby-tzinfo-1.1 [2]: This can be deleted, along with its sole consumer, ruby- activesupport-5.2.3 (PRQ#45110), because the latter is not used anymore by anything on AUR. Only the AUR packages ruby-activesupport-5 and ruby-tzinfo-1 have dependents; those should be enough to keep.
