[PRQ#42254] Deletion Request for libturpial-git

MarsSeed [1] filed a deletion request for libturpial-git [2]: It seems this former third-party Twitter client has been discontinued. Originally for Python 2, it no longer van be built from AUR. There has been some initial fork development for Python 3 support, but that got halted after a few commits. AUR/turpial has already been deleted a year ago, so this defunct library has nothing depending on it. I recommend deletion; there is no use in keeping it any longer.
