[PRQ#54230] Deletion Request for python-soappy

MarsSeed [1] filed a deletion request for python-soappy [2]: Unneeded dead-on-arrival EOL Python2 library from 2014. [a] Not compatible with its python2-wstools 0.4.10 dependency (released in 2020). [b] The build does not run any tests, that's why the incompatibility does not surface during package creation. Not useful to keep on AUR.
